> Snakes on the move
Posted by AustralianSnakeman - 08-29-10 21:49 - 0 comments
Dear all, have had inquiries this week from PNG re snakes being found in buildings, on the move and from a mining company who has had an increase in snake sightings of late.
In summary, people only get bitten if they harass snakes.
Leve them alone and they will run away from you and probably never be seen again.
Most snakes are not neccessarily dangerous, BUT most people cannot tell the difference between dangerous and harmless, so it is best to assume all may be dangerous and to avoid them.
If bitten, use a pressure bandage and get to hospital.
All the best

Wantoks,

To ensure we are transparent about our costs from our Bung, I am attaching all expenses incurred during our Bung. Please note the final statement will have to come from our treasurer. I just wanted to show a snapshot of what our expenditures were during the Bung.

Thank you,

Govt MPs get K2mil each
Source:
By JEFFREY ELAPA
ABOUT 50 members of the ruling coalition government were each paid K2 million to lure support from other members so they could remain in power, sources within the Finance Department revealed yesterday.
The sources said former acting finance minister and treasurer Arthur Somare and Prime Minister Sir Michael Somare allegedly instructed the department to immediately release K2 million each to the 50 members of the government coalition as per their listing soon after parliament ad-journed last month.
The sources also revealed that the department was advised not to release any district support improvement programme (DSIP) funds to the members of the opposition.
According to the sources, the normal transfer process was that the finance secretary would advise the Bank of PNG to release the funds to the district treasuries after acquittals of previous funds were furnished.
However, the finance and treasury sources admitted that the normal financial management processes of transfer of funds to the district treasuries were not followed.
The funds were dished out to MPs.
Documents revealed that MPs in government were allegedly paid K2 million each straight after Speaker Jeffery Nape adjourned parliament to Nov 16. Another source confirmed that the funds, from part of the DSIP, were paid out from the Department of National Planning office and collected by individual MPs in person straight after the adjournment.
A bank document obtained by The National showed that national planning deposited K2 million into one member’s DSIP account on July 26, five days after parliament adjourned on July 21.
The sources could not confirm if each of the recipients of the funds had submitted their acquittals.
The sources admitted they had to act on political instructions to release the funds, whether or not the processes were followed, as they feared losing their jobs.
However, they said each member of parliament was entitled to K60 million of DSIP funds.
They would receive these funds as and when the secretary gave the approval for the transfer of the funds after receiving their acquittals.
The sources could not confirm when and how much each member of parliament was going to be paid, but it was the secretary’s discretion to do so.
Staff at the Department of Finance spoke out after Bulolo MP Sam Basil approached them about his electorate’s DSIP funds.
Staff did not divulge much due to the presence of journalists accompanying Basil.
However, the workers did admit that the funds were allegedly not disbursed equally as stipulated in the constitution.
They said many members had not completed their acquittals but were paid the funds to “help the government stay in power”.
Basil said as far as he was concerned, opposition MPs had not received any of the K2 million DSIP funds distributed recently.
“We are eager to know when these funds will be released to us in order to implement programmes in our electorates,” Basil added.

> CSI in PNG

Wantoks,

finally some good news. An exisiting CSI type team in PNG has been improved by the latest technology. See the report below. Now, it will not be easy to get away with crime. However, this is only one team. Hopefully, each provice will get their own in the near future.

Forensic unit goes digital

By TODAGIA KELOLA

ONE of the most important units of the police force, the Forensic Unit, has been boosted with new equipment to enhance their work.
The unit which plays a crucial role in investigating, collecting, testing and connecting a suspect to a crime was the happy recipient of digitalised cameras and computers.
Yesterday Australian High Commissioner to PNG Ian Kemish presented the items to the Assistant Commissioner Crimes Raphael Huafolo on behalf of the force under the two countries assistance program.
Mr Huafolo said: “While police duties include a wide range of activities such as education, crime prevention, directing traffic and managing their own resources, their principal duty is to investigate crime or possible crimes.
“In criminal investigations, the duty of the police is to serve the interests of justice and not just to obtain convictions. In forensic the location, collection and recording of physical evidence are specialist skills. Forensic evidence can be collected at a crime scene, found in related locations, or be present on suspects, witnesses and victims. If it is not processed correctly, there is a risk of contamination, misinterpretation and even loss of evidence. Any subsequent investigation or prosecution may be jeopardised by these actions, or inactions. It is therefore, vitally important to get the right equipment to carry out this work.”
Mr Kemish said Australia was very pleased to help the Royal Papua New Guinea Constabulary with the equipment.
The forensic unit collects, evaluates and analyses evidence that they recover from crime scenes including glass, paint and fibre trace evidence, blood and urine samples, firearms, gunshot residues, explosives, fingerprints, biological material such as blood, semen and hair, suspect documents and audio recordings.

> Integrity law thrown out by the Supreme Court of PNG
Posted by Wickham - 07-8-10 10:23 - 0 comments
THE law that has regulated the conduct of Members of Parliament has been thrown out, prompting speculations moves were being made to overthrow Prime Minister Sir Michael Somare
Check National New Paper to read more on the ruling of the supreme court.

I support the ruling of the Supreme Court of PNG. Called the Integrity law but some of the moves used by the government using the law has no integrity so i am glad to the Highest Court in the Country ruled it unconstitutional. Hopefully this will be a break to change or removed the Somare Govt.

> July 4th, 2010 Last Minute Reminders
Posted by Administrator - 06-22-10 20:00 - 0 comments
The countdown is almost over! It is now less than 2 weeks before our July 4th Bung Wantaim scheduled for the weekend of July 2-5th. Enclosed is a tentative schedule and reminders.

Accommodation

This year we are having our July 4th Bung in Lincoln City, Indiana at the Lincoln State Park. We would encourage you to register online, if you haven’t already, or let somebody on the organizing committee know if you plan on attending or by sending an email to board@pnginusa.org

Please be aware, we have the camp ground from Friday around 2:30/3pm July 2nd to Monday 12pm July 5th – so please plan appropriately for your traveling.

Also, please note that we will be staying in cabins at the campsite where tents are not permitted. A cabin may sleep up to 10 people. Additionally, we have not made arrangements with any hotels in the area so please double check with hotels around the area if that’s the route you wish to take as far as accommodations go.

Here is a reminder list of what you need to bring along for the weekend:

1. Blankets, towels, pillows, sporting gear, toiletries, and extra cloths.
2. Bring sufficient cash for personal use.
3. Provide possible arrival time into Campsite, in Lincoln City, Indiana and departure plans if arriving by plane or bus.
4. Bring along spouse/girlfriend/boyfriend...and the kids as well wink.gif
5. The campsite charges a onetime fee of $7 per vehicle for the weekend.

Our Bung Theme and Focus

In accordance with our mission statement, we have taken up initiatives to make a social impact on our rural and disadvantaged sectors of Papua New Guinea. Our goal is to raise $1000 separately through donations and fundraising efforts at the Bung and our website to pay for a scholarship fund for high school students in rural Papua New Guinea. The literacy rate was rated at 35% in rural Papua New Guinea, and this is a percentage we must change. Our program is simple. We want to pay for 50% of the student's high school fees for a year through an admission process by the Board and our members. Applicants will need to prove financial distress and an acceptable grade track record. It is our intention to assist the well intentioned student, who may not have the financial means to attend high school. To complement this theme, we will also implement a book basket to collect books for students as well. Please bring a book to our Bung so we may send to a rural student (equivalent to K-12) who may not have access to a library. It is our intention is to assist existing efforts in educating our children whenever possible. We hope by this scholarship program and book collection initiative, we will raise the awareness of the dire educational challenges in Papua New Guinea while highlighting the need to reform the educational process for the future of Papua New Guinea. The scholarship program will be outlined and discussed also at the Bung.
